SIEC ELECTIONS - Nomination deadline TODAY

Hi

This should have already got to most STACK competitors, but I wanted to remind STACK members that today is the last day to submit nominations to me for the following positions in SIEC:

Chairperson,
Treasurer,
Event Co-ordinator,
International Head Judge
Competitors’ Representative

So far we only have had 2 people from the UK send in any nominations. If you would like to make a nomination for any of the positions, please contact me ASAP.

Documents from SIEC Officers not beginning with this Header are not necessarily Official nor does the content of such, necessarily, carry the full consent and /or agreement of the SIEC.


STACK International Executive Committee (SIEC) Elections 2008

Information and Timetable

1. Positions open for election (see below for job descriptions)

2. Nominations: Nominations for the above positions should be submitted to the Returning Officer by post or email to arrive my by midnight (24.00 GMT) on Friday 29 February 2008 All nominations must be proposed and seconded by STACK members. All nominees must signify their consent to the nomination. Any member shall be entitled to stand for any post with the SIEC.

3. Returning Officer: David Morley of STACK UK has been appointed by SIEC to act as Returning Officer for these elections. Votes may be submitted by email dave.morley.uk(at)gmail dot com


4. Voting Form: An official voting form template will be sent to ND’s as soon as possible after the deadline for receiving nominations.

5. Voting Procedure: The voting form can be completed electronically and sent to the Returning Officer by email, or printed and sent by post. Members must submit their own votes. Members submitting votes from the same home address or IP address must submit separate voting forms. Members should submit one voting form only, which must be completed to show the members full name, address and STACK membership number. Any form where this information is not provided will be regarded as invalid. Votes should be indicated by marking a cross (X) beside the name(s) of the preferred candidate(s). Members should not make any other marks or comments on voting forms as this may result in the entire voting form being treated as spoiled (invalid). Duplicated votes will both be regarded as void and neither will be counted in this election. Proxy voting and block voting are not allowed and any such votes will not be counted in this election. Votes not submitted on the official voting form will be regarded as invalid.

6. Election Opening & Closing: members will be able to vote from midnight (00:00 BST) April 1st 2008 until midnight (24:00 BST) April 15th 2008. Any votes received outside this period will be rejected.

7. Verification of Voters: The Retuning Officer will verify the names of those voting against the international membership registers held by the SIEC Treasurer. National Directors whose membership lists are not currently up to date should ensure that correct current lists are sent to the SIEC Treasurer giagal@tin.it by 01 April 2008 at the latest.

8. Persons Entitled to Vote: All members of STACK are entitled to vote, however the affiliation (membership) of any national association whose subscriptions to the SIEC are not fully paid as at 01 April 2008 date will be deemed to have lapsed and any votes cast by its members will not be counted in this election. There can be no exceptions to this rule. National Directors should ensure that any outstanding affiliation (membership) fees are paid in full to the SIEC Treasurer by 01 April 2008 at the latest. Any outstanding payment should preferably be made in the form of a direct payment in euros (€) to the STACK bank account, the details of which will be notified by the Treasurer upon request.

9. Results: The Retuning Officer will collate the provisional results. Two STACK members who are not members of the SIEC will be appointed to scrutinise the results and will also examine any voting forms that are deemed by Returning Officer to be spoiled, duplicated or invalid. Subject to the scrutineers satisfaction, the Official Results will be announced by April 21st 2008. These will be shown in the form of a summary revealing the total number of votes for each candidate.

10. General: The retuning officer and scrutineers will maintain the names and personal details and votes of all voters as strictly confidential. Voting forms submitted by email will be deleted 30 days after the official announcement of results; voting forms submitted by post will be destroyed as confidential waste (shredded) at the same time.

Job Descriptions (Extract from STACK Charter)

The Chairperson shall liase with any and all outside parties. In addition they shall be responsible for ensuring that all national bodies are working within and towards the STACK mission statement. They will chair STACK International meetings and produce both monthly and annual reports available to all members detailing the organisation's performance. The distribution of SIEC decisions, requests and statements will be their responsibility. They shall also keep all the files of the SIEC.

The Event Co-ordinator shall be responsible for the sanctioning of events under the process laid down by the SIEC and liasing with event organisers throughout Europe to try to avoid clashes of events. They shall be responsible for the production of a list of forthcoming events that shall be distributed as widely as is practical. They shall obtain the results of all STACK sanctioned events. They shall obtain the method of determining National Rankings from all ND's. They shall solicit proposals for the European Cup that shall be put to the SIEC. Furthermore once the SIEC has decided the location of the European Cup they shall be responsible for liasing with the event co-ordinator to ensure that the event is run within the agreed guidelines.

The Treasurer shall be responsible for keeping the STACK books and producing a detailed STACK accounts report annually. They will be responsible for producing a complete membership list based on the information of each Nation twice year, before April 15th and before October 15th. They will send the new STACK membership cards and/or the validations for the existing STACK Membership cards to the ND’s within two months after membership report has been given by ND and the membership fee has been paid.

The IHJ shall be one delegate to the IRBC and will have final authority on all matters relating to the appointment of judges for sanctioned competitions. They shall administer the Judges’ Assessment Programme. They shall appoint the NHJ of each country and shall be responsible for appointing the Chief Judge (CJ) for each competition.

The Competitors’ Representative shall be the spokesman for the flyers. They shall be consult with and report on the views from the competitors standpoint. They should assist other SIEC members if necessary, especially to collect topics for the online newsletter ‘SNACK’. They will be responsible for taking minutes of face-to-face meetings.
