I'd say thats down to your skill/confidence with a machine, how well sewn on the nose is, how much time you're willing to put in vs the effect on performance/asthetics with an extra layer of webbing.
IMHO It's always better to remove and replace because it keeps the kite balanced and as original. When I fit new leading edges on Revs for people I tend to unpick then take the whole thing off and re-stich it as original and same with panels. I know then it will always fly the same and looks as new.
What sort of damage has the nose webbing got? can you post a picture?
Clearly, I'm part of the problem.
