Yes. Four pops per rotation. First pop gets it rotating, second (opposite hand) pop stops it going too flat and brings the kite face back towards you, 3rd pop gets it rotating again, 4th pop (opposite hand again) brings the kite face back towards you again.
Hence alternate pops have a slightly different feel and also why you get "ghost pops" during the comete where you pop but aren't pulling against anything because it's going in that direction anyway.
