What is this kite?

Seen this twin line kite on ebay item No. 171432743993. I am not interested in purchasing it but am fascinated as I havent seen a twin line kite with a vertical keel before and wondered if anyone had any idea what it is.

The description is in the listing and the stranger level 7 has a keel too

The best 'guess' I can come up with is that it was a prototype by one of the designers connected with Mullin Kites. In the mid-1990s they experimented with dyed fabrics. This may have been one of their ideas around 2,000 when backspins were the thing to achieve and led by the Stranger L7 concept.
