It's a tribute to the beach where the festival is hosted, named "Beach of the windmills".

We call it the "Compound Iron Cross".

I clicked on the link before read what you called the move and my train of thought went something like this:

1. Wow!

2. Starts with a kiss.

3. Then there’s the 3rd kite with the fly through that’s downright pornographic. WTF do they call that move.
